      BEIJING, Nov. 27 (Xinhua) -- Authorities in Shanghai are asking for public opinions until Dec. 6 on a draft regulation concerning garbage classification, China Daily reported Tuesday.

      The draft aims to regulate all the processes regarding garbage sorting, including dumping, collection, transportation and treatment.

      Individuals or working units will be held responsible for the proper sorting and disposal of the garbage they produce, according to the draft.

      An offending individual can be fined up to 200 yuan (29 U.S. dollars) and the work units which fail to follow the rules can be fined between 5,000 yuan and 50,000 yuan, the paper said.

      The document also requires that the garbage trucks be equipped with online monitoring systems and indicate the types of household waste they are to transport.

      For green consumption, the regulation also encourages the use of recycled paper and reducing the consumption of disposable supplies at government offices and institutions.

      The document, submitted to the city's legislative body for a second review last week, will be further revised and then submitted to the Shanghai Municipal People's Congress early next year.
